In a democracy like India, transparency and accountability are the pillars of good governance. The Right to Information (RTI) Act, 2005 empowers citizens to seek information from government departments and hold public authorities accountable for their actions. Similarly, an effective complaint procedure ensures that citizens’ grievances are addressed promptly and fairly. Understanding how to file RTI applications and complaints correctly is the first step toward building a responsible and transparent New India.

1. Understanding RTI:
The RTI Act gives every Indian citizen the right to request information from any government office, ministry, or public sector organization. This includes data related to government policies, expenditure, projects, or decisions. Citizens can use RTI to uncover delays, irregularities, or inefficiencies in administration.

2. How to File an RTI:
Filing an RTI is simple. Write an application on plain paper addressed to the Public Information Officer (PIO) of the concerned department. Clearly mention your questions, ensuring they are specific and factual. Attach a nominal fee (₹10 for most departments) and provide your contact details. Applications can be submitted in person, by post, or online via the RTI portal https://rtionline.gov.in/. The authority must respond within 30 days.

3. Filing a Complaint Effectively:
If your RTI is ignored or you face any civic issue—such as poor sanitation, corruption, or delayed services—you can file a formal complaint. Start with the local department’s grievance cell or Public Grievance Portal https://pgportal.gov.in/. Describe the issue clearly, attach evidence if available, and follow up regularly. Polite, factual, and well documented complaints are more likely to get resolved quickly.

4. Citizen’s Role:
Effective use of RTI and complaint systems strengthens democracy. Instead of remaining silent, responsible citizens should use these legal tools to demand transparency and efficiency.
